Wade to the middle of the river and cast towards the shore, stripping the fly back below you. If you are close to the shore, fish out towards the middle of the river and strip the streamer till it ends up a few inches from the shoreline.

Try not to let the line build up by your reel, instead, try and create a motion that brings the streamer back and forth which will give it the appearance of life. Pull your line, then let the streamer pull the line back out in a quick continuous motion.
